Surrey Plans 430 Rental Units on City-Owned Whalley Land

Surrey council will consider a proposal tonight for a 430-unit rental housing project on city-owned land at 10975 126A Street in Whalley. Submitted by Apcon Group, the development features two wood-frame buildings atop a shared concrete podium, with 30 per cent of units set aside as below-market rentals. Completion is projected for late 2028 or early 2029. Once operational, the city could receive about $1 million annually from a 10 per cent share of rental revenues. Council will decide whether to move forward with negotiations on the project’s design, construction, and management.
