At Surrey’s regular council meeting on Monday, Oct. 20, city officials approved advancing the 24 Avenue and Highway 99 interchange ramps project to the detailed design stage. The decision marks a major milestone in efforts to improve traffic flow in South Surrey, one of the city’s fastest-growing areas.
Project Partnership and Scope
Developed in collaboration with the Province of British Columbia, the project will add north-facing access and exit ramps along Highway 99. This upgrade aims to ease congestion, improve road safety, and strengthen connections to nearby neighbourhoods and business hubs.
Support from City Leaders
Councillor Gord Hepner praised the initiative during the meeting, calling it “great news” that will help reduce bottlenecks on one of Surrey’s busiest arterials. Mayor Brenda Locke echoed the sentiment, noting the upgrade will “enhance connectivity, improve safety, and increase traffic flow along this vital corridor.” She added that the improved interchange could help unlock housing opportunities in South Surrey’s expanding residential zones.
Economic Growth and Development Links
The project also supports broader economic goals for the region. Mayor Locke pointed to the new Costco proposal near 164 Street and 20 Avenue as evidence of strong business interest in the area. Council granted the proposal its first and second readings, with a public hearing scheduled for November to gather community feedback before final consideration.

With design approval secured, engineers will now begin preparing detailed plans for the interchange. Construction timelines will be confirmed once design and funding arrangements with provincial and possible federal partners are finalized. The city also plans to move forward with the 20 Avenue overpass across Highway 99, designed to improve access to jobs, services, and local businesses.
