Surrey approves $33.3M contract for a third ice sheet at Cloverdale Sport & Ice Complex, with completion expected in fall 2027.
Council greenlights major recreation project
Surrey City Council has approved a $33.3-million contract to add a third sheet of ice at the Cloverdale Sport & Ice Complex. The decision came during the council meeting on September 29, when city staff recommended awarding the project to Ventana Construction Corporation. The total spending cap is set at $38.5 million.
Construction timeline announced
Work on the project is expected to begin in October and conclude by the fall of 2027. Ventana, already involved in pre-construction planning, was selected through the city’s competitive procurement process.
Features planned for the new facility
The expansion will introduce 334 spectator seats, a multi-purpose room, additional community space, officials’ and change rooms, and a dedicated area for a junior hockey team. The facility is being designed to meet advanced engineering and accessibility standards.
Broader uses envisioned
City staff highlighted that the third ice sheet will increase opportunities for hockey, figure skating, public lessons, and open sessions. In summer, the space will convert for dry-floor sports such as lacrosse and ball hockey.
Political response during debate
Councillor Harry Bains noted that while the project appeared to have unanimous support, he criticized colleagues who had not backed the capital budget enabling it. Mayor Brenda Locke, meanwhile, described the project as “absolutely necessary” and welcomed its benefits for youth and adults alike.
Community impact expected
The city projects that the additional rink will relieve pressure on existing ice time and expand recreational access for Cloverdale and surrounding neighbourhoods. With Surrey’s rapid population growth, officials consider the investment a long-term response to rising demand for community sports and recreation facilities.
