Downtown Infrastructure Expansion Under Review
Surrey city council is set to vote tonight on a $5,196,620.10 contract with Clearway Construction Inc. for the expansion of the city’s district energy distribution piping system. The project’s spending limit is set at $5,720,000. This marks the second consecutive council meeting where the city’s engineering department has recommended a contract related to the energy network.
Scope of the Project
The proposed contract covers the installation of 950 metres of insulated steel piping, service connections, a leak detection system, and communication conduit at seven downtown sites. Construction is planned from 7 a.m. to 10 p.m., Monday through Friday, with short-term road closures expected. Work is scheduled to begin in October and is projected to be completed by Fall 2026.
Context of Prior Approvals
Earlier this month, on Sept. 15, Surrey council awarded Kerr Wood Leidal Associates a $738,597 contract (spending limit $813,000) for engineering design and construction services. That project involves 1,700 metres of distribution piping to support downtown development and the relocation of a temporary energy centre.
Project Budget and Timeline
Scott Neuman, Surrey’s general manager of engineering, reported to council that the total capital value of the district energy expansion is $11 million. He added that design work will begin this month, expected to conclude by February, with construction slated to start next summer and finish by the end of 2027.
