Surrey council approves four new towers for Whalley City Centre
Surrey’s downtown skyline is set to grow again. On October 20, Surrey City Council approved plans for four new high-rise towers in Whalley, totalling 168 storeys and more than 1,800 residential units.
The project, located at University Drive and 108 Avenue, includes two mixed-use towers and two residential towers—two of them standing 40 storeys high and the other two reaching 44 storeys.
“This is a very, very exciting one for the City of Surrey,” said Mayor Brenda Locke during the land use meeting. “This is a Surrey City Development Corporation project with 1,800 units coming to Surrey, and that’s very exciting.”
According to the city’s Planning and Development Department, Surrey now has 51 completed high-rises in its City Centre. Another 12 are under construction, and 47 more are currently under consideration—31 of which have received approval in principle.
Beyond downtown, 22 additional high-rise projects are in process across other neighbourhoods, including nine that have reached third reading approval.
Surrey defines a high-rise as any building six storeys or taller, underscoring the city’s accelerating urban transformation.
As Whalley continues to emerge as the city’s vibrant downtown hub, these new developments mark another step toward Surrey’s vision of a modern, connected, and high-density urban core.
