Surrey council advances plans for a South Surrey Costco and gas station, setting a Nov. 17 public hearing for residents to voice opinions.
Council Moves Project Forward
A new Costco in South Surrey is one step closer to becoming reality. Surrey City Council voted Monday, Oct. 20, to approve first and second readings for a land-use application submitted by Costco Wholesale Canada, sending the proposal to a public hearing scheduled for Nov. 17 at 7 p.m.
Mayor Brenda Locke confirmed during the meeting that the proposal aims to “permit the development of a large-format commercial store and an associated gas station on that site.”
Proposed Location and Design
The proposed site is located at 1891 and 1947 163 Street in South Surrey. The development would occupy a large parcel of land near Highway 99, requiring amendments to the Official Community Plan (OCP), rezoning, and new development permits if approved following the hearing.
Plans include modifications to the Highway 99 Corridor Local Area Plan and the Sunnyside Heights Neighbourhood Concept Plan, as well as a reduction to streamside protection setbacks along portions of a nearby watercourse and drainage ditch.
Why It’s Advancing
According to Surrey’s planning report, the proposal aligns with the Metro Vancouver Regional Growth Strategy’s employment designation and fits the city’s mixed-employment land-use policies, pending minor amendments.
The project is also viewed as a potential economic catalyst, supporting retail jobs and investment in South Surrey’s growing commercial corridor.
Public Input to Play Key Role
Residents will have the opportunity to share their views at the Nov. 17 public hearing, both in person and online. The City of Surrey emphasized that community feedback will be considered before council proceeds to third reading and final approval.
However, not all residents are on board. As of Monday evening, an online petition opposing the proposal had gathered nearly 800 signatures, citing traffic, environmental, and community impact concerns.
Possible Delays and Next Steps
Mayor Locke noted that in the event of a Canada Post labour disruption, the hearing could be rescheduled to ensure proper delivery of public notices.
If the project passes third reading after the hearing, it will move toward final adoption — a step that would officially clear the way for construction of Surrey’s newest Costco and gas bar.
