Surrey City Council is set to vote Monday on a $60 million contract for the design and construction of the Chuck Bailey Recreation Centre expansion in Whalley.
City Manager Rob Costanzo has recommended that council award the $59.8 million contract to Smith Bros. & Wilson (Construction) Ltd., with a total project spending limit of $61.4 million. The project forms part of Surrey’s 2025–2029 Capital Financial Plan.
According to Costanzo’s report, the expanded facility will better serve the growing recreation needs of residents in City Centre and North Surrey. It will complement existing community infrastructure and provide inclusive spaces for sports, fitness, preschool, and after-school programs.
Plans include a second gymnasium, a modern fitness centre, an arts and culture area, a learning kitchen, and upgrades to senior program spaces. Three new childcare rooms will also be added.
The facility will be fully accessible, featuring a community garden, outdoor lawn, and energy-efficient, net-zero design standards.
If council approves the contract, construction will begin in November, with the expanded recreation centre expected to open by winter 2027.
