Kap’s Cafe Attack: Bishnoi Gang Strikes Again in Surrey
In a dramatic escalation, the Lawrence Bishnoi Gang has reportedly struck again with gunfire at comedian Kapil Sharma’s Kap’s Cafe in Surrey, marking the first attack in Canada since the group was officially listed as a terror entity by the Canadian government just weeks ago.
According to reports, Gurpreet Singh alias Goldy Dhillon has claimed responsibility for the shooting. Dhillon, who is on India’s National Investigation Agency’s wanted list with a Rs. 10-lakh reward, had earlier taken credit for a previous attack on the same establishment.
Investigators believe the motive stems from Bishnoi’s long-standing enmity with Bollywood actor Salman Khan, over allegations related to blackbuck poaching — an animal revered by the Bishnoi community. While the gang often cites “ideological reasons,” probe agencies have linked the pattern of attacks to extortion networks.
Lawrence Bishnoi, a jailed gangster and former student leader from Chandigarh, is currently held in Sabarmati Prison, Gujarat. He and his associates have been implicated in several high-profile cases in India, including the murder of singer Sidhu Moosewala and Mumbai politician Baba Siddiqui.
Canada’s Terror Listing and Diplomatic Context
The Government of Canada formally listed the Bishnoi Gang as a terrorist organization on September 29, describing it as a “transnational criminal network active in areas with significant diaspora communities.”
Public Safety Minister Gary Anandasangaree said the listing empowers authorities to freeze assets, block funding, and prosecute members under the Criminal Code of Canada.
“Every person in Canada has the right to feel safe,” said Anandasangaree. “Listing this group gives us stronger tools to stop their crimes.”
The listing followed a series of violent incidents allegedly tied to the gang — including shootings outside the homes of Punjabi singers AP Dhillon and Gippy Grewal — and its alleged role in targeting pro-Khalistan elements in Canada.
The move also comes amid tense diplomatic relations between Ottawa and New Delhi, strained since the 2023 killing of Sikh separatist Hardeep Singh Nijjar. Canadian officials had accused Indian intelligence of “using criminal organizations like the Bishnoi gang,” claims that India has strongly denied, emphasizing its pending extradition requests for gang members residing in Canada.
What the Listing Means
With the Bishnoi gang’s addition, Canada now lists 88 terrorist entities under its criminal code.
The designation allows Canadian authorities to seize property, freeze assets, and restrict movement of individuals associated with the group. It also strengthens immigration and border enforcement tools related to terror financing and recruitment.
The Surrey attack is being investigated by local law enforcement and national security agencies amid concerns about the gang’s growing transnational footprint.
