A Vision for Growth in White Rock
Peace Arch Hospital Foundation has set its sights on a bold expansion. The group has asked White Rock council to rezone land across from the emergency department so it can build a new medical tower. The project, envisioned at 15 to 20 storeys, would strengthen hospital services and deliver much-needed care to a rapidly growing community.
Location and Early Plans
The proposed tower would rise on Lot D, a 1.1-acre site currently used for parking. This property sits directly west of the hospital and belongs to the Foundation. During a Sept. 15 council meeting, chair Stephanie Beck, board chair Neil Yarmoshuk, and architect Marion LaRue outlined their early vision. Ideally, construction would finish within the next decade.
Why Rezoning Matters
Before talks can progress with Fraser Health and the Ministry of Health, the Foundation must secure rezoning approval. According to White Rock’s planning director, the site lies in the “town centre transition” area of the Official Community Plan. While institutional use is a fit, current zoning allows only a height of 10.7 metres. The proposed tower would require new allowances.
Not Housing, But Health
Beck emphasized the project’s purpose: hospital services, not residential units. Two floors would hold mechanical systems, while the rest would focus entirely on patient care. Plans include a modern ambulatory care centre and a hub for outpatient clinics, diagnostics, and same-day procedures. These additions would reduce hospital stays and keep patients close to home.
Addressing Gaps in Care
Beck underscored the need for the project. White Rock and South Surrey have seen sharp population growth but little recent investment from the province. Families often face long waits for services. A purpose-built medical tower would help close these gaps while supporting partnerships with Fraser Health and SFU’s new School of Family Medicine.
Size, Scale, and Community Fit
Design options range between 15 storeys, offering 357,000 square feet, and 20 storeys, adding up to 428,000 square feet. LaRue noted that this scale aligns with nearby developments, including the 15-storey Altus tower and projects planned across North Bluff Road in South Surrey.
Council and Community Support
Several councillors voiced encouragement. Christopher Trevelyan highlighted the rare chance to add new infrastructure. He stressed how vital it is for residents to see investment in health care that matches the region’s growth. He also welcomed community feedback as planning continues.

The Foundation remains confident. By securing rezoning, it hopes to unlock funding partnerships and finally deliver a facility designed for the future of care.
