Surrey cannabis shop faces permit delays at old Round Up Cafe site, sparking concerns over vandalism and safety.
Longtime Diner Site Now Empty
The former Round Up Cafe, once a Whalley landmark on King George Boulevard, has sat vacant since 2021. The Springenatic family ran the diner for more than six decades before its closure.
Cannabis Retail Plans Approved
In July 2025, Surrey council rezoned the property for a Local Cannabis Co. store, co‐owned by Gary Hehar and partners. The shop would be the company’s third, adding to locations in Parksville and Vancouver.
Key Permit Still on Hold
Despite rezoning approval, the city has not yet granted a building permit for renovations. Surrey’s Planning & Development department says only two stores have permits so far, while six more—including Local Cannabis—remain under review.
Safety Worries Growing
Property co‐owner and caretaker Dennis Springenatic says vandalism and fire threats are mounting. “Someone almost burned the building down three weeks ago,” he said, noting constant repair and security costs.
Business Owners Stay Hopeful
Hehar says Local Cannabis Co. is eager to move forward and even plans to include a tribute to the Round Up Cafe inside the new store. He avoids criticizing city hall, pointing instead to delays caused by external issues such as postal service disruptions.
Future Redevelopment in Sight
Springenatic expects the building will eventually give way to high‐rise redevelopment in five to seven years. In the meantime, he hopes the cannabis store will restore vitality to the site. The original neon sign from the Round Up Cafe is now housed at the Museum of Surrey.
