Surrey is stepping up its commitment to public art in a big way. With a total budget of $375,000, the city is inviting artists to help shape the future look and feel of the expanded Chuck Bailey Recreation Centre in Whalley.
The call is now open, and professional artists or teams have until October 20 to submit their Expressions of Interest. Two unique opportunities await: one for an outdoor plaza installation valued at $250,000, and another for a community living room piece with a $125,000 budget.
A Vision for Community Spaces
So, what’s the big idea behind this investment?
The city envisions the new plaza as a lively gathering spot—a place where iconic artwork will become a natural focal point. As Surrey continues to densify, accessible outdoor spaces will be essential, and art will play a key role in making those spaces vibrant and welcoming.
Inside, the “community living room” aims to bring people together in a more intimate way. A vertical lightwell will connect the ground floor, fitness centre, and roof, with artwork suspended to catch and reflect natural light. Not only will it create a warm, inviting atmosphere, but it will also be visible from multiple vantage points across the building.
Timeline and Expansion Plans
The art installations are set for summer 2027, giving the city plenty of time to coordinate with selected artists.
Meanwhile, construction on the expanded recreation centre is expected to begin this fall—more than two years after its originally scheduled start in spring 2023.
The project itself has grown far beyond its earlier concept as the “City Centre Sports Complex.” Now, residents can look forward to a second gymnasium, a fitness centre, childcare facilities, a community kitchen, garden plots, dedicated art spaces, and even a grand lawn for outdoor events.
