Surrey Council Poised to Approve $16M Roadway Upgrade Deal

Surrey City Council will vote Monday on awarding a $15.89M contract to B&B Heavy Civil Construction for road upgrades on 192 Street and preloading work for the 72 Avenue extension between 152 Street and Bear Creek. A second contract worth $249,740 is proposed for Aplin Martin Consultants to oversee preload engineering. The extension’s full design, aimed at easing east-west traffic, is underway, with further construction east of Bear Creek planned for 2026.

$16M Contract for Major Roadwork Heads to Surrey Council

A $15.89 million construction contract for improvements to 192 Street and early work on the 72 Avenue extension will go before Surrey City Council on Monday for approval.

Funding Proposal Details Scope and Spending Limits

The proposal recommends awarding B&B Heavy Civil Construction Ltd. a contract valued at $15,892,600. The project includes road improvements along 192 Street between 16 Avenue and 28 Avenue, and preloading for the future extension of 72 Avenue from 152 Street to Bear Creek. A spending cap of $17,482,000 has been set to accommodate contingencies.

Engineering Services Contract Also Proposed

A separate $249,740.40 contract is recommended for Aplin Martin Consultants Ltd., to oversee engineering and construction services related to the preload work. The budget allows for a maximum expenditure of $274,000.

72 Avenue Extension Design Underway

Detailed designs are in development for the full 72 Avenue extension from 152 Street to Highway 15, which will include two lanes in each direction, wider shoulders for oversized agricultural vehicles, and improved drainage. Construction will proceed in multiple phases, starting with the preload segment between 152 Street and Bear Creek.

Material Reuse Offers Cost Efficiencies

According to Scott Neuman, Surrey’s General Manager of Engineering, preload material for the 72 Avenue project will come from excavation work on 192 Street, creating economies of scale by repurposing sand and gravel onsite.

Remaining Extension Work Planned for 2026

Preloading for the section of 72 Avenue east of Bear Creek is not included in the current contract. That phase is expected to begin in 2026, following necessary permits and approvals, Neuman confirmed in his report.

Decision Critical to Surrey’s Growth and Mobility

The proposed contracts aim to support Surrey’s rapid growth by improving transportation routes and preparing for future east-west traffic demands. If approved, the work will mark the start of a significant infrastructure upgrade for South Surrey.
