Surrey RCMP fatally shot a man and found a woman dead during a domestic violence call in Clayton Heights. IIO and IHIT are investigating the tragedy.

Deadly Incident in Clayton Heights on July 7
A man was fatally shot by police, and a woman was found dead inside a home in Surrey’s Clayton Heights neighbourhood on the evening of Monday, July 7. Police believe the incident was the result of intimate partner violence involving a couple in their 60s.
The Surrey RCMP Provincial Operations Support Unit responded around 8:30 p.m. to a 9-1-1 call reporting an assault in progress near 194 Street and 66 Avenue. The caller also reported injuries at the scene.
Police Confront Armed Man Inside Residence
According to the RCMP, officers entered the residence and encountered a man armed with a weapon. A confrontation ensued, and police discharged their firearms. Emergency Health Services were stationed nearby and administered aid, but the man succumbed to his injuries.
Officers subsequently discovered the body of a deceased woman inside the home.
Watchdog, Homicide Investigators Launch Dual Probes
The Independent Investigations Office of B.C. (IIO)—the province’s police oversight agency—has launched an investigation into the fatal police shooting. Simultaneously, the Integrated Homicide Investigation Team (IHIT) is investigating the woman’s death.
“This was not the outcome anyone had hoped for,” said Sgt. Freda Fong of IHIT. “We extend our thoughts to the family members of the deceased, first responders, and witnesses impacted by this tragedy.”
Domestic Violence Believed to Be the Motive
Initial findings indicate the man and woman were in an intimate relationship and lived at the residence. Authorities say evidence points to the incident being the result of intimate partner violence, and they believe the woman was killed prior to police arrival.
Officials have confirmed there is no ongoing risk to the public, and there are no outstanding suspects.
IIO to Examine Police Conduct
The IIO will assess whether police action or inaction played a role in the man’s death. According to the IIO, investigations are launched when there is:
- A death or serious harm, and
- A potential link between that harm and police conduct.
If both conditions are met, the IIO will collect and examine all available evidence to determine whether any offence occurred.
